If your Pennsylvania registration plate has been lost, stolen or defaced, PennDOT generally uses:
Form MV-44 — Application for Duplicate Registration Card or Replacement of Lost, Stolen or Defaced Registration Plate
PennDOT states that the appropriate replacement fee must accompany the application when a fee is required.
A defaced plate is different from a plate that simply deteriorated with age. For example, damage caused by a particular incident, scraping, cutting, an accident, aggressive cleaning, or harmful chemicals may be treated as a defaced plate rather than an illegible plate caused by normal deterioration.
When Can a Pennsylvania License Plate Be Replaced for Free?
Pennsylvania has a special procedure for registration plates that have become illegible.
PennDOT considers a plate illegible when one or more letters or numbers cannot be recognized from 50 feet, or when deterioration such as blistering, peeling, discoloration, or loss of reflectivity has occurred over time.

What About an Illegible Personalized Plate?
PennDOT also provides a procedure for replacing an illegible personalized registration plate.
If the personalized plate qualifies as illegible, PennDOT states that it can be replaced with the same style and configuration. A photograph of the personalized plate should be attached when required.
PennDOT says a replacement personalized plate may take approximately 6–8 weeks after PennDOT receives and processes the application.
If an immediate standard replacement plate is needed while waiting for the personalized plate, additional Form MV-44 requirements and fees can apply.
Pennsylvania’s New License Plate Design
Pennsylvania has introduced its new Liberty Bell “Let Freedom Ring” standard registration plate design.
PennDOT currently provides Form MV-44LB for motorists who want to replace an existing standard plate with the new-style plate. PennDOT’s current information lists a $14 replacement fee for a standard plate under this program.
This is different from replacing a plate because it was lost, stolen, defaced, or determined to be illegible.
Personalized Pennsylvania License Plates
A personalized plate is also different from a normal replacement plate.
PennDOT uses Form MV-904 to apply for a personalized registration plate. Applicants can check whether a desired combination is available before submitting the application.
